A project appears here only if it carries a rating and a written editorial take, its price has a current basis, and it is an island project still selling or under construction with an entry under RM700,000. The order is the published rating — the same number on the project page.

One pattern runs through this budget: you are usually trading either space, location or title class to hit the number. Knowing which of the three a given project traded away is the whole job of the reviews linked beside each entry.

What is the best Penang new launch under RM700,000?

Can foreigners buy a Penang property under RM700,000?

Not on Penang Island. The island foreign-buyer minimum is RM1,000,000 per unit, so everything on this list is a Malaysian and PR market. On the mainland the floor is RM600,000, which does open a narrow band to foreign buyers there.

What should I watch for at this price point?

Three things: the land title class (a commercial-title serviced apartment carries commercial utility rates and a tighter loan margin), the maintenance rate per square foot (on a small unit it eats the yield fast), and the unit count — a thousand-unit block means you compete with many identical neighbours on exit.
