The verdict

4.7/ 5

Andaman is the tower I point to when a buyer says "I want Quayside but newer." It's part of E&O's ~1,100-unit Quayside/Andaman masterplan — completed 2018, freehold, next door to Straits Quay marina, sharing the resort deck and private water park that made Quayside famous.

Part of my Tanjung Tokong 2026 buyer's guide. For the full corridor read — every project, PSF band, foreign-buyer angle and honest catch — start there. This piece drills into one specific decision within it.

Against the seafront towers launching along the Tanjung Tokong corridor right now, Andaman @ Quayside asks RM1,200–1,500 psf for a freehold unit in E&O's Seri Tanjung Pinang masterplan — completed 2018, sharing the same resort deck and private water park as the original Quayside towers, from RM1,280,000. That gap between a proven address and today's construction-cost-driven launch pricing is the entire reason this tower is worth a look.

Key takeaways:

  • Freehold, completed 2018, one tower within E&O's roughly 1,100-unit Quayside/Andaman estate — a sub-sale buy, not a launch.
  • From RM1,280,000 at RM1,200–1,500 psf — below what new seafront product in the same corridor is asking.
  • 914 to 4,202 sqft in one building — an unusually wide spread, from a one-bed to a penthouse.
  • Full Quayside resort access — the 4.5-acre water park, beach lagoon pool, gated-and-guarded precinct with vehicle facial recognition.
  • Not 18 East at Andaman — the neighbour is a different tower and the estate's actual final phase.

Most single towers commit to one buyer type. Andaman runs from a compact one-bedder to a penthouse more than four times its size, which is why it reads as a broad-appeal address rather than an investor-format block. The sizes above come from E&O's original launch schedule — check what is actually listed before you anchor on a type. Maintenance sits around RM0.35 psf a month. Live sub-sale stock is on the Andaman @ Quayside project page.

Why a 2018 Tower Undercuts the New Seafront Launches

Andaman's RM1,200–1,500 psf is yesterday's pricing on a building you can walk through today. A new launch in this corridor is priced off current construction costs and sold off a showflat; Andaman has seven years of management accounts, a functioning resale market, and facilities you can inspect rather than imagine. The trade-off is the usual one: fittings from 2018 will read as dated next to a fresh launch, and there is no developer warranty or progressive payment schedule. If you want to see how I weigh that trade in general, my subsale versus new launch guide sets it out.

Quayside, Andaman, 18 East — Which Tower Are You Actually Quoting?

E&O's Seri Tanjung Pinang towers share overlapping names, and this is the single most common mix-up I see in this estate. Andaman @ Quayside is a distinct tower from the original Quayside phase and from 18 East at Andaman next door — the latter was the estate's true final phase. They share the masterplan and the resort deck, but pricing, facilities access and unit configurations differ. When two agents send you "Andaman" listings, confirm the exact tower before assuming they are the same building.

The Water Park Is Not a Marketing Line

Residents here share genuinely resort-scale Quayside facilities: a 4.5-acre water park across seven zones, a beach lagoon pool, signature lap pool, adventure pool with water walls, tennis court, multi-purpose court, jogging and cycling track, gym, function rooms, and a 37,566 sqft recreational park landscaped by Geyer Coburn Hutchins. Security is specified to match — perimeter fencing with fibre-optic monitoring, CCTV with video motion detection, and vehicle facial recognition at entry and exit — so "gated and guarded" here is a description, not a slogan. Straits Quay's retail and F&B marina is 0.5km away, effectively walkable.

Schools, Hospitals and the Foreign-Buyer Line

Seri Tanjung Pinang sits in the wider Tanjung Tokong corridor: SK Tanjung Tokong 1.5km, Pelita International School 3.5km, Penang Chinese Girls' High School 4.5km, Mount Miriam Cancer Hospital 3km, Penang Adventist 4.5km, Gleneagles Penang 5km. The Tanjung Tokong area guide covers tenant demand and what else is active nearby.

On eligibility: a RM1,280,000 entry clears the RM1,000,000 Penang Island foreign-buyer minimum, but only narrowly, and the smallest 914 sqft units can sit close to the line — confirm the exact quantum on a specific unit before assuming a foreign purchase goes through.

Buy It If, Skip It If

Buy it if you want the Quayside address and resort deck without paying launch pricing — that is the clearest value case in the estate. Buy it if you want a wide choice of sizes inside one building, or if you would rather inspect proven facilities and management than trust a showflat. Stock in this specific tower is limited, and good units do not sit long once listed.

Skip it if you need a brand-new, warrantied unit on a progressive payment plan — active launches such as Crown Penang or Eight & Eight are the answer there. Skip it too if you are after the largest, newest villa-scale STP product; E&O's landed enclave, covered in my landed gated communities guide, is a different tier altogether.

Zac’s Take

Zac Ong

Andaman is the tower I point to when a buyer says 'I want Quayside but newer.' It's part of E&O's roughly 1,100-unit Quayside/Andaman masterplan — completed 2018, freehold, next door to Straits Quay marina, sharing the resort deck and private water park that made Quayside famous. Don't mix it up with 18 East at Andaman, the neighbouring tower that was the actual final phase of the estate — that confusion trips up more buyers than any other factor when comparing stock here. Asking PSF sits around RM1,200-1,500, a meaningful discount to what new seafront launches in this corridor are asking — you're buying a proven address at yesterday's pricing. Stock is genuinely limited in this tower, so good ones don't sit long. Tell me your size range and I'll flag you when one lists.
