Why a 2026 Completion Carries More Weight Here Than Anywhere Else on the Island
Pulau Tikus is the quietly expensive pocket of Penang: the densest cluster of private hospitals on the island (Island Hospital, Gleneagles and Loh Guan Lye all within the immediate area), international schools and the Gurney amenities within walking distance, and no developable land left to speak of. That scarcity is why the psf sits where it does, and it is also why nearly every unit for sale is second-hand — the usual choice is between twenty-year-old fittings and thirty-year-old fittings.
Codrington breaks that choice. A buyer here is not paying for a resort deck or a sea view; they are paying for the fact that nothing needs replacing and no renovation contractor needs to be found. Facilities are kept deliberately plain: swimming pool, gymnasium, landscaped gardens, 24-hour security. On a tight inner-city plot with fewer than 200 units, anything more elaborate would have shown up in the maintenance charge, so I read the short list as a sensible decision rather than a shortfall. A good deal of Penang stock at RM1,000-plus psf is commercial-title serviced apartment, and that is not a like-for-like comparison with Codrington's residential title. Commercial title means utilities billed at commercial tariffs, a higher assessment, and typically a 70–80% loan margin against 85–90% for residential. Put two units side by side at the same psf, one on each title, and the residential one is cheaper to own and easier to finance from day one. So if someone shows you a serviced apartment "at the same price" as Codrington, ask for the land title on both before you go any further.

A foreign buyer is comfortably inside the rules here: every unit sits above the RM1,000,000 island minimum, and on the RM1.4M entry the 3% state levy is about RM42,000, with the flat 8% foreign stamp duty adding roughly RM112,000 on top. The less comfortable number is yield — Pulau Tikus averages about 4% gross, and at RM1.4M-plus entry the rental maths is tight even with the area's strong hospital-and-school tenant profile. This is not a yield play; it is an own-stay or hold-for-the-address purchase.
Who that leaves: Pulau Tikus buyers who are done looking at aged sub-sale stock, medical professionals and families anchored to the hospital and school catchment, foreign buyers who want this address without hunting for a qualifying layout, and anyone who understands why residential title is worth paying for. Who it does not suit: value buyers, because older Pulau Tikus stock trades meaningfully below this psf; space buyers, because The Cantonment runs to 5,500 sqft in the same area while Codrington stops at 1,612; and anyone expecting a resort deck, because a pool, a gym and gardens is the entire list.
