Can foreigners buy property in Penang?
Yes. Foreigners can buy freehold or leasehold residential property in Penang, subject to a state minimum price: RM1,000,000 on Penang Island and RM600,000 on the Mainland (Seberang Perai). State consent (COSA) is required and typically takes 3–4 months.
How much cash do I need as a foreign buyer in Penang?
Plan on approximately 43% of the purchase price in cash before loan drawdown: 30% downpayment (foreigners cap at 70% loan-to-value with most banks) plus roughly 13% in transaction costs (state levy, stamp duty, legal, valuation, loan stamp).
Do I need MM2H to buy Penang property?
